About Our Speaker:

Luis A. Zaragoza, CPA, is Chief Compliance Officer and Senior Manager of Corporate Compliance for FERC, NERC and DHS regulation at Tri-State Generation and Transmission Association, Inc.

In his role as Senior Manager of Corporate Compliance, Luis was responsible for developing the company’s compliance program. Luis is also in charge of compliance for FERC, NERC and DHS regulatory requirements and serves as advisor to each of Tri-State’s co-op members on compliance regulation.

Luis has been in the electric industry for 25 years, and during that time, Luis has worked with regulators and utilities in formulating policy and developing industry compliance standards. More recently, he served as Chairman of the Regional Interchange Criteria Committee and the Electronic Scheduling Task Force for the Western Electricity Coordinating Council. Luis also helped create, and later served as Chairman of, the Southwest Reserve Sharing Group, a group whose objective is to maintain electric system reliability through identification and sharing of energy reserves.

As a community leader, Luis has been actively involved with not-for-profit entities. He served as Vice-President of Marketing and Audience Development for the El Paso Symphony Orchestra, Vice President for the City of El Paso, Texas Youth Soccer Association, and President of the Run El Paso Runners Club.

Luis served in the US Army, the US Naval Reserves and the Texas Army National Guard, until he retired after 20 years of military service. His passion, however, is running. He has completed 45 marathons and continues to run.
